A plain testing step for older homes, not a reason to be alarmed about every popcorn ceiling in Utah.
Popcorn and acoustic ceiling texture was extremely common in American homes from roughly the 1950s through the late 1980s, and some of the products used in that period contained asbestos as a texturizing or fire-retardant additive. That fact drives a specific, sensible precaution rather than a reason to panic about any particular ceiling.
Homes built or with ceilings textured before the early 1990s are the ones where testing makes sense before anyone disturbs the material. Ceilings applied after that point are far less likely to contain asbestos, since manufacturing had largely phased it out.
The only way to know whether a specific ceiling contains asbestos is to have a sample tested by a qualified lab before scraping, sanding or otherwise disturbing it. Assuming it is fine because the house does not look old enough, or assuming the worst because it is textured, both skip the step that actually answers the question.
Intact asbestos-containing material that is not being cut, sanded, or scraped is not generally considered an active hazard sitting on a ceiling. The risk comes specifically from the fibers becoming airborne, which is exactly what removal work does — which is why testing has to happen before work starts, not after.
That result moves the job out of standard drywall work and into licensed abatement, which is a different trade with different equipment and containment requirements. It is not a drywall contractor's job to proceed regardless, and one that offers to should be a signal to look elsewhere.
Removal proceeds as a standard wet-scrape job — the texture is dampened to control dust, scraped off, the ceiling underneath is repaired as needed, and it is skim-coated and finished smooth or re-textured.
